Financial Information
The maximum debt authorized by this referendum (vote) to pay for the capital project would be $33.95 million. Fortunately, it is estimated that New York State will provide building aid that would support approximately 23% of the debt costs. The District’s current debt obligations will be declining beginning in 2020. The timing of the proposed project with declining current debt means this project’s debt issuance will not result in increased taxes.

Frequently Asked Questions
What is the maximum approved cost of the project?
Answer: $33,950,000 spread over multiple years.
Will this plan require an increase to the tax levy?
Answer: The proposal will not increase the District’s debt service beyond its current obligations and therefore the project would be budget neutral.
Will the proposed Capital Plan enhance student learning?
Answer: Elementary, Middle and High School students will benefit from the creation and renovation of key common, programmatic and instructional areas. These spaces will include brighter, more flexible, collaborative and productive spaces.
Will the proposed Capital Plan enhance student safety and security?
Answer: The proposed Capital Plan includes enhanced security features including scalable network infrastructure to support state-of-the-art communications, cameras, alerts, proximity locks, security doors and the ability to lock down and/or cordon off areas of the building during normal operations, in the event of an emergency or during specialized activities. It also relocates frequently visited resources to the front of the school buildings and in close proximity to security and administrative personnel or where they can cordon off from the rest of the facility.
Why now?
Answer: The timing of the proposed project dovetails with the District’s retiring debt obligations. Borrowing costs remain low and, therefore, this reinvestment in District educational facilities and infrastructure can be accomplished without raising debt service above current levels and without requiring an increase annual school budgets.
When would the construction begin?
Answer: If the project is approved by voters on December 13th, it is estimated that construction would begin by the Summer of 2020.
When will the work be completed?
Answer: If the project is approved by voters on December 13th, construction is projected to be completed by the Fall of 2022.
Can I find more detailed building plans than are currently posted on the website?
Answer: At this point in the process, all architectural renderings and engineering work are preliminary. Floors plans, including new construction (blue), and renovated areas (red) can be found on the District website. More detailed work will require voter approval of the project. As is typical, once the project is approved, the process of detailed architectural, engineering and construction planning can begin.
Will the construction process be disruptive to school activities?
Answer: Elements of such a school construction project may be disruptive to some educational activities. However, through proper planning and construction management, disruption can be held to a minimum. Much of the construction project would likely take place during the summer, but as is typical of larger projects, elements of the plan such as the HS Library or Todd Gymnasium would likely require work during the school year. Areas undergoing construction/renovation will be properly cordoned off from students/staff and the District will work with construction management, our architectural firm, engineers and security staff to ensure safety and minimize disruption.
Why build a new gymnasium at Todd?
Answer: The gymnasium possesses only a single teaching station and does not adequately allow the District to meet State regulations for PE during inclement weather and during special events. This 70-year-old space serves as the school’s only large meeting and performance space for which it is not well-suited and, it does not possess a full-size playing surface for athletic events. The proposal calls for repurposing the old gymnasium into a flexible performance, special event and indoor recreational (recess) space. The new gymnasium would better enable the District to meet its instructional mandates and support collaboration between the School District and local Park and Recreation activities.
Will more information about this project be sent to District residents?
